X x:  9.1 GENERAL The Safety, Health and Welfare at Work (General Applications) Regulations, current edition Part IX places a duty on the ҹ޸þ and each College/School/Department/Centre/Unit to make adequate provision for first aid equipment and trained first aiders. Competence in first aid is a valuable skill, which may enable the life of a colleague, student, member of the public or family member to be saved. Each College/School/Department/Centre/Unit should have a minimum of two qualified occupational first aiders to allow for work absence/illness/leave periods (or have arrangements involving nearby departments). Thereafter first aiders should be provided on the basis of one per one hundred staff/students (commencing where staff \ student numbers exceed one hundred persons). Additional first aiders may also be required to service work areas located off the main campus. Colleges/Schools/Departments/Centres/Units involved in activities where a greater probability of a serious accident exists, should adopt a policy of at least one first aider per fifty staff/students (e.g. applies primarily to Applied Scientific Departments). In places where chemicals are used, the majority of injuries arising from accidents require rapid first-aid treatment, e.g. splashes of corrosive chemicals into the eye or onto the skin; burns; cuts; inhalation or ingestion of corrosive or toxic substances; electrocution. Thus, in the event of a laboratory accident, the immediate application of appropriate first aid and access to a plumbed emergency eye wash/shower can be vital. Every employee must have reasonably rapid access to competent first aid treatment and emergency services. The needs of persons such as cleaners, maintenance staff and laboratory staff working late or in off-site locations must also be considered. Electricians, technicians and researchers working with electricity, instrumentation and electronic test equipment should all be trained in CPR techniques. The checking and maintenance of fixed location AEDs in general resides with General Services/Facilities on UCC operated premises. Covid-19 Related Hazards & Risks Covid-19 is a global community health pandemic. It is associated with the movement and interaction of people across all aspects of society, person-to-person activities and interactions. Its prevalence is currently high across the world and may be an ongoing health risk with which the world will have to live with and adapt to for some years to come. Accordingly, it has implications for close contact, so first aid protocols have been changed accordingly per HSE advice. Future occupational first aid training, both initial and refresher, will reflect this. Covid-19 & Required Changes in First Aid Protocols 2020 (From HSE media release: May 13th, 2020) Recommends early use of a defibrillator Advises against mouth to mouth The public and particularly those familiar with cardiopulmonary resuscitation (CPR) play a key role in our communities in responding to people who collapse in public spaces, and in many instances save lives. In the light of the current pandemic and the possibility that the person who has collapsed may have COVID-19, there is an element of risk associated so we have to manage CPR in a new way. A person whose heart has stopped is unlikely to survive if CPR is not administered before the arrival of the ambulance service. It is a personal choice if you decide to give CPR. Here is the most up to date advice to minimise risk and improve safety for all involved: 1. At all times keep your hands away from your face. 2. If a person has collapsed in a public space, do look for signs of breathing and signs of life. 3. Dont listen or feel for breathing by placing your ear and cheek close to the persons mouth. 4. Dial 112 or 999 and ask for an ambulance. If COVID-19 is suspected, tell them when you call. 5. Use an AED as soon as possible. This significantly increases the persons chances of survival. Place the AED pads on the persons chest and apply a shock, if prompted by the AED. This is a safe procedure and should be attempted by a first responder. 6. Perform chest compressions only. Do not give mouth to mouth rescue breaths. If there is a perceived risk of infection, you should place a cloth/towel over the persons mouth and nose and attempt compression-only CPR and early defibrillation until help arrives. 7. Afterwards, clean your hands using soap and water or an alcohol-based hand sanitizer. Clean and disinfect the AED if used. This removed HSE first aid protocol was brought to the attention of any OFAs trained via the H&SO that were within the 2-year OFA validity rule as of March 2020. The Pre-Hospital Emergency Care Council have also advised that FAR certifications due for renewal from March 1st, 2020 are automatically extended for the duration of the Covid-19 situation. In the context of Covid-19 first aid response and the protection of first aid responders, OFAs need to follow the HSE protocol and be equipped with appropriate PPE as recommended by the HSE in their guidance note. The equipping with sufficient PPE resides with their School/Department and their Heads of School/Department/Director of RICU, PI or manager. Access to First Aid in terms of accident or injury at a place of work (including areas where work is conducted off Campus) relates to: Convenientaccess to a qualified medical doctor or SRN generally. In the case of first aid for employees in the Republic of Ireland, access to the aforementioned suffices or access toa qualified Occupational First Aider* OR a designated first aider (designated by the employer)at a place of work (for any place where work is undertaken by employees- fixed or otherwise). In such cases: a designated first aider may be a qualified medical doctor or SRN with a current AED & CPR cert, who is then designated by the employer/ local head ofSchool/Departmentas a designated first aider within UCC OR a qualified Occupational First Aider * who has a valid occupational first aid certificate. [An occupational first aider must hold a FETAC occupational first aid certificate or equivalent, after completion of an approved Occupational First Aid course of some 24 hours tuition minimum, content as prescribed by the national regulatory body, andattainment through examinationof the designated standard in both practical first aid and the written knowledge of first aid practice. Attendance at refresher first aid courses with a prescribed duration & course content, at prescribed intervals (generally 2 year maximum) is required thereafter to keep the first aider current and their certificate validated.] Note: completion of a 1 day first aid awareness course does not satisfy the above. They should contain only material which may be used by unqualified persons without further risk of injury. If extra equipment such as resuscitation apparatus or special antidotes are required to deal with special hazards, it should be kept near to point of potential use and should be used only by trained personnel. Each College \ School \ Department \ Centre \ Unit shall ensure the adequate provision of first aid boxes in accordance with the above Regulations. If you require emergency first aid, telephone one of the trained AED first responders or Occupational First Aiders within your department or in an adjacent department at the extension number given and request him/her to attend immediately. Alternatively, phone General Services at the emergency number given in 9.5 previously If the nature of the injury is suspected to be serious, call the relevant emergency service(s) required and notify General services as in 9.5 previously and advise the following. Nature of the injury, Location of injury. In the event of an injury requiring occupational first aid and/or necessitating further treatment in hospital, it is the responsibility of each College \ School \ Department \ Centre \ Unit Head, or his designate, to ensure the availability of transportation to the Accident and Emergency Department of the nearest acute hospital or a private minor accident injury health clinic.. If it is a serious injury call the Ambulance Service using the numbers given in 9.5 previously. An injured person should be accompanied if being sent by hospital or to a private minor accident health clinic. A network of Defibrillators (AEDS) are also located in major buildings across UCC. If an AED is required send a runner to obtain it if the nearest location is known to the person being asked to retrieve. Otherwise contact General Services as at 9.5 and ask for an AED to be brought to the scene of the incident and remain with the person until a first aider or AED responder takes over.. 9.7 TRAINING 9.7.1 Staff Occupational First Aid ҹ޸þ and First Aide Refresher ҹ޸þ are provided regularly for staff. A regular programme of such training is provided by specialist providers engaged by the Health and Safety Office. First Aider arrangements must be put in place by each department within their own staff resource or in conjunction with adjoining departments (shared resources), having due regard to their risks and working arrangements and places of work. As first aid training is an expensive provision for the ҹ޸þ, both in terms of the total cost to UCC (first aid instruction fees and the time absent from normal duties at department level), Departments who wish to have trained must be able to show that the staff concerned will be able to satisfy a minimum criteria of continuous whole time first aid cover at their department over a period of 2 years following completion of their first aid training. If this is not possible the cost of any First aid Training will have to be borne by the department concerned if the department wishes to train persons who cannot meet the required objective or where many part time staff/ short working hours staff are being utilised to provide continuous first aid cover across the working week. In all cases Occupational Frist Aid Regulations stipulate that first aiders other than designated medical staff referred to in 9.1 previously, must complete a recognised First Aid refresher course within two years of their initial training or last refresher in order to remain as an occupational first aider. The Occupational First Aid course is recommended for all staff, especially lecturers, technical staff, field work leaders and laboratory/workshop supervisors, General Services staff, Buildings maintenance staff and Sports and Physical Activity staff. In disciplines where accidents and injury are more likely or where remoteness could exacerbate a simple injury or incident involving a personal medical condition. 9.7.2 UNDERGRADUATE and POSTGRADUATE STUDENTS Undergraduate and Postgraduate Students are assumed to be untrained in matters of First Aid. 9.8 MEDICATIONS First Aiders (or any other staff) are not empowered to dispense analgesics, pills or medication. Supplies of such items should not be kept in First Aid Boxes. In some cases General Services / security / reception or facilities mangers may control local access and a person may need to seek their assistance to open up a room. 9.11 WELFARE - DRINKING WATER The Safety , Health and Welfare at Work ( Miscellaneous Welfare Regulations) current edition requires the ҹ޸þ/ each College \ School \ Department \ Centre \ Unit to ensure that an adequate supply of wholesome drinking water is provided and maintained at suitable points, conveniently accessible to all employed persons. In this regard the Buildings Office has labelled drinking fonts and water taps which are connected direct to the rising mains as potable water. N.B.
