In addition to this duty, which is recognised in both statutory and civil law, there is a moral duty to ensure the safety of students by their teachers. Fieldwork is usually defined as any practical work carried out by staff or students for the purpose of teaching and/or research in places not under the control of the ҹ޸þ, but where the ҹ޸þ is responsible for the safety of staff, students or others exposed to their activities. Fieldwork would include work done by botanists, biologists, geo-scientists and diverse activities such as visits to factories, water treatment plants, forests, farms, building sites, social surveys, data collection etc. Other areas would include coastal regions, rivers or lakes where work would be carried out in boats or even by underwater exploration. 18.12.2 HAZARDS The hazards associated with fieldwork can be divided into those of a general nature and those that are site specific General Hazards: Lack of essential equipment from inadequate planning including maps, compasses, first aid, survival equipment etc.. Accidents or injuries resulting from inadequate clothing or footwear i.e. not suitable for the environment Isolation from main group in hazardous conditions Vehicular traffic Trapped by rising waters or changing tidal conditions. Sunburn, sunstroke, wind chill or hypothermia, or exposure to electric storms from adverse weather conditions Site-Specific Hazards Industrial sites such as mines, quarries, factories, construction sites or engineering works include hazards such as explosives, rockfalls, machinery, vehicles, pits, slippery or hazardous flooring, and heights. Forests and farms also include hazards from machinery, vehicles and vegetation or animals 18.12.3 RISKS The risks associated with the aforementioned hazards are to be assessed by the Department (using the appropriate technical input where necessary). These assessments shall be carried out using: Check lists provided (where applicable) and Departmental Hazard Identification/Risk Assessment Work Sheets contained in Document No.3 i.e. Departmental Hazard Risk Assessment (D.H.R.A.). 18.12.4 ARRANGEMENTS AND CONTROLS REQUIRED These hazards and risks will be minimised by the following arrangements and controls: The Head of Department should appoint a suitably experienced academic member of staff as leader in each fieldwork course. This person should be responsible to the Head for all safety aspects of supervised fieldwork e.g. documentation, equipment, safety requirements, clothing and to alert students to hazards that may be encountered All fieldwork activities should conform to the ҹ޸þ Fieldwork Safety Code, issued by the Health and Safety Office. Postgraduate fieldwork should also be regarded as unsupervised fieldwork and the responsibility for safety advice would devolve on the research advisor. Where unsupervised fieldwork is carried out, as in the case of final year students who may be carrying out independent data gathering, it is essential that all safety advice, procedures and guidelines are given to the student, both orally and in written form It should be ensured that students acknowledge receipt of this written advice by signature and the hazards inherent in working alone It is important that all leaders in fieldwork activities should undertake a recognised course in first aid. Fieldwork safety training should be given by experienced staff who have completed field based postgraduate and post doctoral work and are familiar with fieldwork hazards Adequate First Aid equipment should be available Proper communication equipment to be available e.g. radio transmitters or cell phones Accidents and incidents must be reported to the Health & Safety office 18.12.4 ARRANGEMENTS AND CONTROLS REQUIRED (Cont.) Where specialised tools or equipment are used which present their own hazards, e.g. portable electric tools, provision should be made to ensure only competent persons are allowed to operate them 18.12.5 ARRANGEMENTS AND CONTROLS The details of the Arrangements and Controls in place and those required in the short, medium and long term, shall be set out by the Department in the forms provided in Document No.4 i.e. Departmental Safety Action Plan (D.S.A.P.).
