In addition, lorries, vans, cars, and other vehicles are often involved in many accidents, when reversing and manoeuvring in confined areas around buildings or on dead-end roadways. Accidents may also occur at blind corners or where large volumes of pedestrians/students have to traverse busy internal roads or at dangerous corners. PRIVATE  According to the HSA up to half of the fatal workplace accidents involve vehicles at the workplace. In addition, many more people are seriously injured by being struck or run over, crushed or falling from vehicles etc. 18.8.2 HAZARDS Collisions with other vehicles Pedestrian injury Property damage Blocking of fire exits/fire hazards Speeding Unsupervised reversing Contact with overhead electricity cables or contact with underground services Noise, Dust, Fumes The activities associated with these hazards include: Vehicles owned by the College and used by employees or department personnel Employee, student and visitor motor cars and motor bikes. Incoming delivery vehicles, vans, forklift trucks. Outgoing goods vehicles Contractors equipment e.g. cranes, earth movers, dumpers etc. 18.8.3 RISKS The risks associated with the aforementioned hazards are to be assessed by the Department (using the appropriate technical input where necessary). These assessments shall be carried out using: Check lists provided (where applicable) and Departmental Hazard Identification/Risk Assessment Work Sheets contained in Document No.3 i.e. Departmental Hazard Risk Assessment (D.H.R.A.). 18.8.4 ARRANGEMENTS AND CONTROLS REQUIRED These hazards and risks will be minimised by the following arrangements and controls: Ensure one person within the College is solely responsible for all transport safety and to ensure that procedures are in place to cover all aspects of movement of vehicles, traffic control and vehicles used by the College. Identify all the hazards associated with the movement of vehicles or activities within the workplace e.g. the arrival and departure of vehicles vehicle movement within the workplace loading and unloading The control of vehicle speeds by suitable means such as rumble strips or sign posting. The supervision of fire exits and hydrants so that they are not obstructed by unauthorised vehicle parking (primarily General Services). The provision of adequate numbers of car parking spaces. 18.8.4 ARRANGEMENTS AND CONTROLS REQUIRED (Cont.) The provision where practicable of separate pedestrian walkways. Identify are clearly mark safe routes for deliveries and despatches Provide loading bays with an exit from low level or a refuge to prevent crushing The arranging of commercial deliveries outside normal business hours, where practicable. Do not allow untrained drivers to drive vehicles Avoid reversing e.g. by suitable traffic routing or provide help for reversing drivers (a signalman). The supervised reversing of all lorries/trucks if required due to insufficient space in the departmental car park areas/ internal roads or where vision of the driver is impaired for any reason The control of contractors by the Buildings and Estates Office, to ensure overhead or underground services are not damaged. The provision of adequate external lighting to enable proper vision during night hours. The operation of contractor machinery and adequate distance from any air intake points to the department. The cleaning of muck from roads caused by builders activities. The provision of mirrors and warning signs at blind corners (road/path intersections). 18.8.5 ARRANGEMENTS AND CONTROLS The details of the Arrangements and Controls in place and those required in the short, medium and long term, shall be set out by the Department in the forms provided in Document No.4 i.e. Departmental Safety Action Plan (D.S.A.P.).
