GENERALPRIVATE Violence at work is a growing hazard, occurring where persons are verbally abused, threatened or assaulted relating to their work. Under current health & safety legislation, employers are required to ensure the safety and health of their employees. Employees who are most at risk are security staff, staff handling or transporting cash, personnel dealing with the public and teachers. 18.6.2 HAZARDS The hazards from work place violence are the immediate and long term psychological and physical effects. Psychological effects may be loss of confidence, anxiety or depression. Posttraumatic stress disorders may also develop. Physical effects may require treatment, hospitalisation and serious injuries may lead to disability. 18.6.3 RISKS The risks associated with the aforementioned hazards are to be assessed by the Department (using the appropriate technical input where necessary). These assessments shall be carried out using: Check lists provided (where applicable) and Departmental Hazard Identification/Risk Assessment Work Sheets contained in Document No.3 i.e. Departmental Hazard Risk Assessment (D.H.R.A.). 18.6.4 ARRANGEMENTS AND CONTROLS REQUIRED These hazards and risks will be minimised by the following arrangements and controls: Departments should identify the likely areas of violent situations and put in place appropriate safety precautions to prevent attacks and limit their effects. Cash free systems should be used wherever possible and time locked safes. Installations of video surveillance at appropriate locations. Ensure staffs are not isolated and that lone working is not allowed. Locations that have had occurrences of violent incidents should have improved lighting. Screens/partitions and other methods e.g. coded door locks should be installed to protect vulnerable staff from the public. Secure refuge areas may be used. Training should be given in the recognition and avoidance of violent situations and usage of security measures. Conflict resolution and non-confrontational styles of approach should be taught to staff at risk. Support, counselling and treatment facilities must be in place and available to victims of violence. 18.6.5 ARRANGEMENTS AND CONTROLS The details of the Arrangements and Controls in place and those required in the short, medium and long term, shall be set out by the Department in the forms provided in Document No.4 i.e. Departmental Safety Action Plan (D.S.A.P.). These Arrangements and Controls shall be reviewed and updated on a yearly basis. 18.6.6 RESPONSIBILITIES The following personnel are responsible in the Department/Office/Area for ensuring the implementation and ongoing compliance with the aforementioned arrangements and controls.
