ࡱ> 130 1bjbj++ - AAM LL0008h|$024,:f:C@GЦ^/ k09 RRCC(RL :    19.2.1 RISK ASSESSMENT - METHODOLOGY The main stages in any Risk Assessment are as follows: IDENTIFY THE HAZARDS EVALUATE THE RISKS DEVELOP CONTROLS IMPLEMENT CONTROLS MONITOR AND REVIEW This methodology is schematically shown in Section 19.7.0 entitled Hazard Identification and Risk Assessment Flow Diagram and this procedure is detailed in the Section 19.4.0 following Hazard Checklists. 19.2.2 RANKING OF RELATIVE RISKS AND ACTION PRIORITIES The Department/Unit/Centre is divided into manageable areas i.e. rooms, corridor areas etc. This will help to form a logical grouping of activities and tasks of which staffs have a good understanding of all the activities. The best people to identify the hazard and assess the risks are the people who work in the area and who have first hand experience of the hazards involved. A Safety Action Team (SAT) is formed which comprises a cross section of experiences and staff grades from within the department/unit/centre. The checklists or experience in safety may be used to identify any hazards present. Records of accidents in the department are another useful source of information for hazard identification. At this stage a check is also made to determine if a hazard can simply be eliminated. Routine hazards identified as being under control via checklists may confirm that risks are low (i.e. simple Risk Assessment method). Any significant hazards identified under the checklist headings or alternatively from basic hazard identification exercises, see Section 19.10 or formal techniques such as HAZOP/FTA, may be subjected to a Detailed Risk Assessment Procedure outlined in Section 19.4.0 and may make use of the Risk Calculator Nomogram (Hani Rafat method) in section 19.9.0. This will assist to identify a rank order of risks in the following order: LOW MODERATE SUBSTANTIAL HIGH Where the risks to health and safety are under control and are as low as reasonably practicable, then all that is required is to ensure that they are under review. Whatever method is used is used it is imperative to identify High and Substantial risks for immediate control action. Moderate and Low risks may be dealt with over a reasonable time scale. However, it will be found that there will be a proportion of each risk category and these will have to be prioritised in terms of resources required to control them.
