The following guidance is extracted from the Health and Safety Authoritys Guide to the Regulations. SANITARY FACILITIES Separate sanitary facilities must be provided for men and women except when the facilities are in a room, lockable from the inside and accommodating one person only at a time. Sanitary facilities which are not suitable mechanically ventilated, must not exit into any workroom except through the open air or through an intervening ventilated space. These facilities should be located either on the same floor in a place of work or either one floor above or below the place of work unless a passenger lift gives access to other floors. In the case of water closets used only by men, an additional water closet for every 50 men (or fraction of 50) above 100 is sufficient provided at least an equal number of additional urinals is provided. WASHING FACILITIES To be adequate and suitable, facilities for washing should include running hot and cold, or warm, water as well as soap and clean towels (the single towel for use by many should be discouraged) or other suitable means of cleaning or drying. Washing facilities should be conveniently located, be near to the sanitary facilities and large enough to facilitate washing of face, hands and forearms. They should be kept clean. Washing facilities should have adequate lighting, be sufficiently ventilated and adequately protected from the weather and maintained and kept clean. Employers can arrange amongst themselves to jointly provide facilities an example of this would be the sharing of facilities in shopping malls. NB Adequate, separate, and suitable showers must be provided for employees, if required by the nature of the work (e.g. particularly physical; hot or dirty environment; significant exposure to offensive material etc.) or for health reasons. The number of employees mentioned below refers to the maximum number likely to be in the place of work at any one time. Where separate facilities are provided for a group of employees, for example men, women, office workers or manual employees, a separate calculation should be made for each group. OFFICES In offices, one washbasin must be provided for every 20 employees up to 100 employees and one for every 40 employees after that. In calculating the number of washbasins to be provided, any number of employees less than 20 (or 40 if over 100 employees) should be rounded up to 20 (or 40). FACILITIES FOR PEOPLE WITH DISABILITIES Special wheelchair accessible sanitary accommodation shall be provided for people with mobility impairments. FACILITIES FOR PREGNANT WOMEN & NURSING MOTHERS This must be provided so that they shall be able to lie down to rest in appropriate conditions (privacy required). FACILITIES FOR TAKING MEALS Employers must ensure that suitable & adequate facilities be provided and maintained for boiling water and taking meals for employees. Where people are unable to eat meals at their desk (due to working with the public, for example) a separate canteen, restaurant or rest facility must be provided. There should also be a facility for making or obtaining a hot drink. When hot food cannot be obtained in or near the workplace, a means for heating food should be provided. Good standards of hygiene must be maintained in areas for eating or preparing food and drinks. CHANGING ROOMS AND LOCKERS Employers must ensure that appropriate changing rooms are provided for employees who have to wear special clothes and where for reasons of health or propriety, they cannot be expected to change in another room. REST ROOMS OR REST AREAS The Guide indicates that these are only intended for employees engaged in arduous physical activity or in a hostile environment involving exposure to dust, fumes, noise or excessive heat or cold. Employers must also provide facilities for pregnant workers and nursing mothers which include the facility to lie down if needed and which are close to toilets.
